That was 2001. Most vote buy tactics by presidential administrations occur during a president's 1st term or during campaigns. Trump looked out for his wealthy supporters/donors by lowering the corporate tax rate. Biden's attempts to cancel college debt. Some vote buys are just promises made during campaigns that the politician making the promises knows will never come fruition.

For those that set, anyone outside of DC won't feel bad that fed jobs got cut. You do realize that there are a lot more federal agencies across the country than just in DC, right? There are federal employees in literally every state. In fact, Kansas can't even absorb all of the unemployment due to fed layoffs because there aren't enough jobs to go around. What do you think that's going to do to starting salaries when there are 10 people needing every two jobs that are open.... I can tell you it's not going to increase salaries

I'm already struggling to find a job because now I have to compete with a lot of feds in my same field.
