Therefore, they would have no right to decline to answer questions in court or if subpoenaed by Congress. Should they decline to answer questions, they could be jailed for contempt.

This is not what they're doing. They're cutting people if they personally disagree with the role they serve, not if they're just some slacker lazying on the job. And they're doing so without checks and balances, without transparency, and destroying people's livelihoods. I don't know how you can possibly think that any of this is ok.
