Is Stanford actually in the process of overtaking all other US universities? Or is that just tech industry BS?

Overtaking no? But they do have a top 5 ranked CS, Law school, Business School, Econ, Engineering, Psych, English, History, Political Science, and Sociology program. While also producing many olympians and a bulk of the Silicon Valley/AI types.
