The Federal pay cap also was not addressed making the GS15 steps useless.

It went up $54 per paycheck. Depending on your deductions you’ll be losing half your take home raise to Blue Cross Blue Shield. I guess OPM decided they needed it worse than you did ¯\_(ツ)_/¯
