Yes, Norfolk Southern is supposed to pay for relief and recovery, not FEMA. Just like BP, not the government, was responsible for paying for the Deepwater Horizon spill.

It’s the law. EPA is doing its job. NTSB is doing its job. But for major environmental incident the corporate polluter has to be required to pay for the relief and compensation.
