About Remain in Mexico: Biden ended it in Feb 2021.
Texas federal judge ordered it reinstated, and federal courts including SCOTUS refused to issue a stay of enforcing the order.
This required negotiation with Mexico (if someone stops at your cousin's house in Delaware en route to show up at your house in Maryland, you can't just tell them they have to stay at your cousin's without the cousin having any say).
Resumed in Dec 2021.
June 2022 SCOTUS says Biden did have the authority to end it. This flip-flopping definitely caused chaos in the system (as if there hadn't been enough). Although 21k Ukrainian refugees were admitted from Mexico without being required to go through the process.
Then in Dec 2022 a federal judge says Biden CAN'T end it (I don't really get this after SCOTUS, but that's how legal hair-splitting goes I guess), apparently there were unsettled proceedings within the entire mess.
February 23, Mexico refuses to allow any reinstatement.

I do recall that people were supposed to use an app to request asylum hearings, and there was all kinds of trouble with the app.

I am also not convinced the Mexican government has that much control over its states. There is still a cartel crisis there and a question of who really runs the government.
