I don’t know about feds but we’ve been using it for several years now. Signal predates Trump as a means of communication.

No, they are not a fed and they work in construction. There is zero reason professionally to have this level of privacy

Do they work with illegal immigrants? If I was one, I would have all my communications on Signal. It is much better than texting. ICE can’t just go grab all your texts, for one.

If my wife was "chatting with her gfs" on a self destructing, end-to-end encrypted app known for the inability to be read by others...... yeah, I'd very comfortably assume they are talking about something they really, really, really don't want me to know about.
