Why don't we hear of arrests or fining of the business owners that hire undocumented workers? Why isn’t this part of the collateral arrests?

It seems to me that this would be effective in encouraging self-deportation, and would effectively stop many undocumented immigrants stealing jobs from US citizens.

They raid the businesses that use e-verify and take away the workers anyway, so who cares about any of that?

There’s a recent story about an ICE raid on a meatpacking plant in a red state (OK), where half or more of the workers were hauled away by ICE. The owner, presumably a Republican, was upset because he said they had been using e-verify and thought they were abiding by the law. He was told by ICE authorities that the e-verify system is “broken” and was not offered an alternatives.

Just wait till more of these workplace raids occur in red states specifically. I expect the tide to start to turn then.
