Your experiences at Va. public universities...

Va Tech, JMU, W&M, UVA, GMU, CNU, ODU, VCU, etc. It's looking like DC will have to stay in-state barring any huge merit packages from OOS publics or privates. Did you or your DC regret staying in-state or did they love it? Why? At places like GMU, JMU, etc. was it easy to get lost in the crowd?

What grade is your kid in now?
Does your kid even want to go out of state? Has your kid gone on any campus tours or done a lot of research into specific schools?
It seems like you and/or your kid already have negative feelings towards VA public colleges.

Can’t say enough good things about JMU. Pleasantly surprised. It is the perfect place for my daughter. She loves her professors and has made lifelong friends.

My son went to Virginia Tech. We live in Connecticut. As an out-of-state parent, I envy the great state colleges in Virginia. You are lucky to have so many great options at in-state tuition.

Keep in mind that UVA and WM are two of the most expensive in state options in the country. If you don't mind a little travel and a "lesser tier" there are a number of full pay OOS that are comparable or cheaper in cost.

I'm not the pp you quoted, but my kid (currently a college freshman) applied to Oklahoma and did not apply JMU (though he ultimately chose a different school.)
Oklahoma has many programs that JMU would not--for example, meteorology. Oklahoma also has a larger engineering school than JMU.

two kids at William and Mary in state, both love it! It is the perfect size with not too many large classes yet also challenging professors and a smart student body. It feels like a private school

Because Oklahoma’s merit makes COA competitive while also offering more programs, sports, etc. So it’s an option for some who want to go OOS - oh and it’s higher ranked than JMU (132 vs 148).

Both offer the best needs based aid in VA if you qualify for it though.

lol we know this suggestion was not for kids who have life-long meteorology goals. It was for the insane DMV ideology where you cling to any prestige possible instead of just … using the perfectly fine state colleges of your own state. but sure, if your NOVA kid has always dreamed of the flatlands of Oaklahoma and aspires to be an oil and gas engineer, it’s a great option.

That’s the point - it’s demented to put so much store in going out of state and on rankings like that.

OOS at William and Mary. Mine is very happy. Virginia has strong options for all types of students.
