“We’ve had three encounters with this individual all for felonies,” said Rockville City Police Chief Victor Brito.

But the Chief said he and his officers are powerless to stop this serial criminal because he is 12 years old and Maryland’s recently reformed juvenile justice laws don’t allow criminal charges against those under 13 except for the most serious violent crimes.

Last Spring the legislature did adopt and the governor did sign a slight tightening of the laws which calls for a mandatory supervision program for kids under 13 who steal cars. That goes into effect on November 1. But the critics say the programs don’t exist and in this case the child is a DC resident and likely couldn’t be compelled to cooperate anyway

Here's a less overtrod angle:

Why can't neighboring states and DC coordinate on law enforcement?

It's not like they have fundamentally opposing views on what should happen to youth offenders.

What doesn't the Federal government facilitate inter-state coordination?

I think the answer is that DC is untenable as a simultaneously local and Federal district. The residential areas need to be ceded back to MD (we already handled VA).

Or MD and VA need to adjust laws so that criminals caught in state are held in state until the Federal government forces release

We can’t get adults arrested for crimes thanks to liberal values. Why would they arrest a 12 years old?

Residents need protection and these kids need rehabilitation so there should be exceptions for repeat offenders. You can't just leave them out there in an environment where they'll grow under assumption of actions having no consequences, they'll become full fledged criminals with no remorse. Obviously adults around them aren't responsible enough to be trusted with their upbringing.

If these kids kept hanging with criminals, they can get shot, drugged, raped, assaulted etc by them or just get shot by a gun owner defending his/her self, family or property.

Why can't they charge the parents with neglect or contributing to the delinquency of a minor or something? Or call DC CFSA and report the caregivers for child neglect?

What exactly would this look like? It sounds nice, but I don't think you really know what you're asking for. What issues do you believe are caused by inadequate coordination between states?

Serious question, is CPS investigating the parents? Clearly they are providing zero oversights and there is abuse in the home. 12 year olds don’t habitually steal cars if they come from a good home

So, they are going to change the laws to accommodate one 12-year who steals cars? It doesn't sound like it's that much of a problem if there's only one single person at that age stealing cars.

It clearly is if that one person is stealing lots of cars. In fact, even if he is stealing one it is a problem.

FFS. I am a liberal but this is the kind of sh!t that made us lose the election.
