No one covered it up. In fact it was announced that it had happened. The folks have been convicted. And in light of that the court is mandating that this be rebid. |

When your only source of information is the entity that is lying to you, it's pretty easy to make the wrong decision. The fault of the BOE isn't so much this one contract, it's the collection of policies adopted over decades by the various MoCo BOEs, up to and including this one, that essentially set up that paradigm, where the MCPS Superintendent and those the Superintendent appoints to high position feed whatever they want to a time- and resource-constrained Board. The underlying blame, however, is on the County Council for neglecting to ensure the kind of BOE salary that would draw more capable BOE candidates (though that may be a point, allowing more candidates of the political machine to be elected without stronger oppoments) and funding enough to provide an MCPS-independent staff to support their oversight work. We all know that the Council afford that to themselves in spades. People complain about wasted tax dollars when they hear such suggestions, but there's far greater waste (or even malfeasance, as might be seen in this case) that gets through because of the lack of oversight capacity. |

That is a technicality born of the county BOEs' technically being state employees. Request comes from the county. MoCo County Council tabled an evaluation a few years back that might have supported it, and then ignored their own tabling directive to have that re-examined this past year. |
