When your only source of information is the entity that is lying to you, it's pretty easy to make the wrong decision.  The fault of the BOE isn't so much this one contract, it's the collection of policies adopted over decades by the various MoCo BOEs, up to and including this one, that essentially set up that paradigm, where the MCPS Superintendent and those the Superintendent appoints to high position feed whatever they want to a time- and resource-constrained Board.

That is a technicality born of the county BOEs' technically being state employees.  Request comes from the county.  MoCo County Council tabled an evaluation a few years back that might have supported it, and then ignored their own tabling directive to have that re-examined this past year.[/quote]
