Retention and recruitment is down across the country. The reasons are more complex than oh they just don't respect me enough or I might get killed, though are probably good enough reasons for a large percentage of the type people who would want to become cops |

That's the point, he isn't attacking any cities in red states because he doesn't want to do anything to disturb the Republican electoral map. Because Republicans are for strong local governments, unless the local government is full of Democrats and then their authoritarian tendencies take over. |
