DCPS imposing new insurance requirements on outside vendors = loss of external programming

Anonymous
Our school offers a paid soccer program, which is now canceled because DCPS is forcing outside vendors to meet new insurance requirements. They just sent a notice this afternoon that the spring soccer season is canceled.

Is this happening elsewhere? Are other schools losing outside programming? Lots of sports and arts activities are run through outside vendors. Will this effect aftercare?

What the heck is happening?

Are the insurance requirements onerous? I mean I'd want my kids after school soccer correctly insured.

Are you actually going to sue them if your kid sprains an ankle?

There has to be some limits to the red tape.

This. Some amount of common sense is needed

Probably blame DC's Office of Risk Management.

I would assume that the increased insurance requirements are a result of people suing DCPS in addition to whatever third-party vendor is providing services, the vendor being liable for the claim and then not having sufficient insurance to actually cover the claim, making DCPS ultimately responsible. I am also going to assume that people probably weren't suing vendors for sprained ankles.

My kids school tried to implement an outside program and struggled due to high cost of insurance coverage for sex abuse specifically. They eventually did get the program, not sure how they worked out paying for that coverage.

Good chance this means a cancelation of arts, dance, Girls on the Run, etc programming.

SoccerShots is pulling out of DCPS completely.

It’s anything provided by an outside vendor.

Does anyone have more details or a publication issued by DCPS? What’s the big change? Any why would it be enforced now? It seems like random timing.

This insurance is extremely expensive and can only be in 1 year policies which is far past the length of these programs.

Is insurance for sex abuse like you can’t sue me if someone in the program abuses your child? If so it’s kind of sick of DCPS to hedge their bets with that one.

Isn't that pretty normal? Even PTA/PTO's need to carry insurance. Its not expensive.

Requiring even more insurance coverage from these outside programs is going to be a disaster for DCPS afterschool and aftercare programs. It is going to affect many families.

Many program vendors will pull out and then DCPS and the schools will need to fill in the gap or families will need to scramble for after school coverage.

It’s is going to further widen the gap of the quality and consistency of above and charters will have the advantage because they don’t have to abide by some onerous required rules sent down from central office.

Are these rules from OSSE or DCPS?

This precise thing, I dont know, but DPR almost killed soccer programming last year (and who knows what else) when they tripled (at least!) facilities fees without telling anyone.

It sounds akin to DPR suddenly requiring a security guard or police officer at everything- a sudden security compliance cost making it impossible to run the program in DC. I say this because we do Soccershots and they almost left last year.
