[/quote] I would assume that the increased insurance requirements are a result of people suing DCPS in addition to whatever third-party vendor is providing services, the vendor being liable for the claim and then not having sufficient insurance to actually cover the claim, making DCPS ultimately responsible. I am also going to assume that people probably weren't suing vendors for sprained ankles. [/quote]
