Lots of options, and people have different definitions of "small" and "right outside" so if someone said that, I would explain I'm from the DC area, and what town is it?

Leesburg? Frederick? I don't consider any of the close-in cities like Arlington or Takoma Park small towns, and I don't know anyone who would.

That would be ridiculous. Alexandria is the 3rd most populous city in the DC area.

Yeah, they are. Most of them are actually towns, too. Although I think Frederick is a city.

People who say this don't mean Alexandria/Arlington/Fairfax/Bethesda. Those are suburbs. And most are cities, not towns (Arlington is a county).

A town "right outside" of DC is probably 30 miles or so away. Ergo, Leesburg, etc.
