MPD's problems very clearly come from the mismanagement of MPD. Every review/audit/etc. seems to show this, but Council refuses to hold Bowser accountable for this mismanagement and clowns think that it's Council's fault MPD refuses to do its job.

It’s USAO and federal judges first and foremost at the root of the problem.

The 2nd tier problems are MPD refusing to do their jobs and DC AG coddling of kiddie criminals.

Everything these criminals are doing are already crimes. Government agents seem unwilling to apply the law to DC’s criminals.

I don’t know, you can disagree about de-funding and what that actually means, but the statement that DC represents a failure of progressive public safety policy is pretty spot on.
