Washington Post article about Former Farquhar Administrator

Anonymous
APs at Cannon Road, Matsunaga, Strawberry Knoll, Westland, and Walter Johnson were all demoted from Principal last year.

I guess pre-Washington Post Story the Central Office saw something special in JB to keep promoting him while demoting other principals to AP roles.

We file complaints over and over again. We learn that an admin’s illegal behavior, bringing/drinking liquor to school, and harassment has been an issue at his previous school, and that multiple complaints have been issued about him at his school, yet he still got promoted to our school.

Hi, this is Alexandra Robbins. I'd be interested in hearing more about this if you're open to chatting (anonymously is fine). You can reach me at robbinsbooks@gmail.com, via my website at alexandrarobbins.com or an email to my attention via Nicole Asbury at Nicole.Asbury@washpost.com - however you'd be most comfortable contacting me. Thank you!

Alexandra and Nicole, investigate how MCPS handles teachers and other staff who are put on paid leave for sexual allegations. Look into what that investigation involves because it’s mostly just wait time to see if anyone else comes out of the woodwork or if they can put them back in their school or another school without getting pushback.

It's so crazy that the threads that center around mcps being abusive to staff and students get maxed out so fast every time. What did you think about that central office, union, and bully sympathizers. Ya going to gaslight the selfless teachers about it. Your negligence ruins lives.

The problem is everyone is outraged on this anonymous board but no one is out there voting or actually going to any council or board meetings and protesting. Everyone hides behind these posts

This is Montgomery County. If you disagree with the powers that be, you are shunned and blacklisted. What do you expect teachers and parents to do? It's a corrupt system and parents/teachers feel helpless.

That's what you get with a one-party county.

A specific political party is not the problem in this case. What Democratic platform supports sexual harassment and bullying in the workplace. Just like Trump, it’s people in power using their power for their own personal gratification. Republicans can dish it out as bad as Democrats.

That’s the point. You need balance in government. You can’t have just one party in charge. Which is exactly what the PP said.

We have one single party (Democrats) running this county and the state. It’s not working with regards to education.

Maybe the county and state Republican parties should try running candidates whom a majority of voters want to vote for.

Sounds like an interesting avenue investigation for the feds looking at Title IX violations or anyone concerned just plain bad management.

If you have information regarding any sexual harassment incident that you became knowledgeable of within the last 180 days, please file a complaint with OCR. You could be a victim or a witness. You can be a concerned citizen that found out about the problem by reading the Washington Post article. OCR can only consider complaints within the 180 timeframe but it is based on when you knew about the incident, not when the incident occurred.

Had MCPS disclosed this investigation anywhere?

LOL highly unlikely. They do not volunteer information. There is also a pending investigation for "Sexual Violence" that opened in 2020, by the way.

Personally, I do not think OCR is going to be the answer for people looking for swift and comprehensive action on this issue. I mean I think it's good to file the complaint and provide information but I would not expect that much out of it.

Not a single person protested outside the BOE meeting.

That proves the point that you always get the government you deserve.

There were people inside the meeting that told the BOE that promoting an employee who had 18 complaints for sexual harassment and bullying was despicable, MCPS and the BOE has lost the trust of the community and staff, and an external investigation is needed.

I think the speakers were more effective than a protest. FYI there were already pro and against protests scheduled regarding the LGBTQ inclusive curriculum. Adding another protest would have been chaos and the message would have been drowned out.

Incase you need evidence at how aggressively MCPS goes after anyone who speaks up regarding problems in their school system, read the following:

https://caselaw.findlaw.com/court/md-court-of-special-appeals/1872514.html

Takeaway, teachers do not have whistleblower protections. MCPS also has an unlimited budget for legal fees (all fees are paid out of the county budget) so they can make endless appeals.

So much for transparency. It seems at least relevant to the Biedelman investigation.

If you report crime and violence in the classroom you can be retaliated against. We are however legally required to do so. So the take away is teacher get fired for following rules and laws and principals get promoted for breaking rules and laws. We can't even get support from the union when we are pressured to work double unpaid overtime breaking our own contract stipulations. Teachers need support now more than ever!

There potentially are other forms of discrimination that could also been factors. Only the individuals who were demoted would have the insight as to the reasons for the demotions. Just odd that someone with 18 complaints of sexual harassment and bullying would not only get a pass, but would be promoted. Were there equal treatment for these employees or just excuses to open up slots for new principals?

There’s internal politics in every government agency, including OCR. I would think that the amount of attention by the Washington Post and the public outcry would encourage them to do a thorough job investigating and do so quicker than most cases.

The unfortunate reality is that once a complaint is opened, the victim is excluded from the resolution negotiations OCR has with MCPS. Most cases that have merit has MCPS signing a Resolution Agreement to avoid harsh penalties including withholding federal funds. The process is what victims have and a federal investigation will be an independent investigation but still inadequate unless the light on the outcome is so bright that it provides a just resolution for the victims including protection from retaliation. Resolution Agreements are public records that can be accessed with the victim’s name redacted.

The outrage has already subsided.
