Keep in mind, during the pandemic Missouri (or any other state) couldn't legally prevent you from leaving to go to another state if you wanted to be somewhere with fewer restrictions. Similarly, Missouri can't tell you it's illegal for you to go to Illinois to get an abortion. |

That's a different context from criminal law. You're talking about employment law, typically. There aren't any vaccine mandates with criminal penalties for refusal (thankfully). There is one unusual exemption which allows members of Native American religions to use peyote in the context of religious practices, but that exemption is specifically written into Federal law. |
