Yes. On her collar, she has her rabies tag, county tag, and her name with my phone number. She always wears her collar, inside and out, 24-7. It's a martingale collar, fwiw, but it would be the same with a flat collar.

Not anymore because she's 15 and rarely meets other dogs, but yes all the time when she was younger. If she had ever bitten another person or dog (she never did) I would have wanted to show them the tag.
