Maybe that stern talking to and prayer with the church elders and family did change him. But I wouldn't let him near my children, ever.

If he was put in the juvenile justice or family services' programs, it would have been the same - removal from his immediate family and placement with friends or relatives or a foster family. SAME DIFF.

Really, the appropriate treatment here would have been an in-patient therapy program with intensive counseling for Josh and outpatient counseling with licensed professionals for the rest of the children, as well as parenting classes for Michelle and Jim Bob.

The HRW report is mostly focused on the problems with registering child sex offenders. There is brief mention of the victims, though, usually family members, saying some easily move on, some are moderately affected, and some severely. Nowhere does the HRW report say it is best for victims to continue living with the offender, serving him and acting graciously. That's pure Duggar/ATI.
