What are the "natural disasters and similar events" that could befall SNAP? I have a hard time imaging what could impede SNAP payments besides a government shutdown.

But Trump had no problem re-appropriating DOD money to pay troops, or re-appropriating program funding for farmers. Why does he suddenly have a problem re-appropriating SNAP money?

The military always makes it a point to pay its troops on time so that they can have their mind on the job ahead and not feeding their kids at home. They even do the same in wartime. Not paying your troops historically has, uh "problems".

Congress needs to get off its tuckus and start funding bills early, but thats just too hard.

Exactly. Even if this "clean CR" passes, it only funds the government til November 21st. The House isn't even in session to deal with what happens then. The House isn't working on a budget to operate the government from November 21st on, they aren't even working on another CR. That's 100% on Mike Johnson.

It’s no longer the FY24 Biden budget. That budget funded USAID, foreign assistance, the education department, infrastructure projects, disaster assistance and numerous other things than Trump has cut. If Rs want to continue whatever remains of that budget, they can change the filibuster and do it with 51 votes.
