Awkward "co-worker" situation

I am a gig delivery driver. I caused an accident last month. The guy was also a driver, I knew because he took out his bags with the logos of food delivery apps. I turned left across a road that I thought was clear. Both our cars were totaled. I admitted fault to the police and my insurance. Unfortunately my insurance left him $6,000 short because I had the state minimum (I have since raised it even if it means paying more). He took what insurance offered instead of asking me for more or suing.
Well, it's strange now because I keep seeing him everywhere. Ran into him as we picked up orders at a resturaunt, and he asked how I was doing. He did mention that insurance didn't cover his car, and I apologized and thanked him for not suing as I am a single mom. He was cool about it. I noticed his address was a low income housing unit, so I'm sure he's not doing that great himself (plus the fact of what we do for work). I just feel so weird because I don't want to say more than what I've said. I have said sorry countless times. He did ask if he could buy my totalled car to fix it and I felt bad saying my insurance already took it when they called it a total loss. He mentioned that it sucks I have shitty insurance, but I didn't want to admit to him they actually gave me almost 4x what he recieved since I had full coverage (he did not).
How can I appropriately avoid talking to him again? I just feel so guilty and anxious. I feel anxious every time I go in somewhere that I'll see him and feel the guilt again. He already signed off on the money, but it seems he still wants something from me (like asking to buy the car).

Wanted to add, I was injured, he was ok. I'm so glad he's okay, I just feel so weird now. Do I just suck it up and be friendly?

I recieved 17k. Which is enough to pay off my bank loan. I got the car before I became a single mom.
I make 400 a week.

I am without a car, borrowing my father's for now, I don't have a penny left over after the accident. Also paid a 2k deductible.
But I do feel like a scumbag.

My insurance said he can't sue me if he signs off on the 5k since it came with the clause that he wouldn't ask me for more. He had a car that was at least a 2020. The other one was 2013

There’s nothing you can do. You’re not in a situation where you can pay him. Giving him details will not make his life better. Yes, you caused an accident, but the particulars of your insurance policy and his are not things that make you a bad person. Do what’s in your power and be kind to him and others moving forward. It sounds like you’re already doing that, but that’s all you can do.

Sorry this happened, OP. For what it’s worth, a bad person wouldn’t be worrying about this.

He should have bought better insurance including uninsured and underinsured. That’s on him.

Because he probably only had liability insurance, as required by state law. You are not required to have coverage on your own vehicle.

I would stop apologizing. I know you were found to be at fault already but it seems like a good way to get yourself into even more trouble. It’s hard, but let it go.
