Police have procedures for a reason, because bad procedures lead to deaths. This has been studied for over 50 year. Chasing a moped is against regulations because it leads to deaths. They know this. They knowingly broke regulations and caused a death, which they know is probable.

I can't believe some people's expectations that random members of the public must behave perfectly at all times or else deservedly suffer the consequences, while the professionals who serve and protect in society's name must be excused from all error.
