With only a 3 seat majority it's best not to take a chance on an upset, especially when you have plenty of capable people who aren't representatives. |

Katie Porter will have way more impact and visibility in the House. Senate Dems still work on the seniority system, so she will just be at the bottom of the barrel and biding her time on unimportant committees.
The GOP does a much better job at grooming the next generation for major leadership roles, getting visibility for the young guns, etc. In the House, Porter can run committees. |
It's not difficult, but it will be a disaster. The California machine that produced their big guns (like Feinstein and Newsom) is even more in entrenchment and self-dealing that national Democrats. |
