By naming their culprit they had a chance. By not naming anyone, they actually named HB.
By what calculus is that? Hundreds of people pass through that entrance. It wasn't "actually naming HB" - it was inability to pin down which of the hundreds it could have been.
It is not hundreds, it maybe a hundred. They all have names and SS has the list of people who were there during a certain period of time. Even if there is no fingerprints, no DNA (which is very plausible), and no video recording (highly unlikely), it is easy to go through the list of those names, narrow it down to dozen, interview them, and search warrant if needed, and they would have a name. By not disclosing that name, they named HB.
