The situation in this article is completely different.

No it isn’t. Both individuals allegedly misrepresented their residency to receive tangible financial benefits they were not otherwise eligible.

According to VA law he is a VA tax resident because he maintains a permanent residence there where his spouse and family live. If he is legally a VA resident then how can he be a DC resident?
