Why is my old neighbor mowing his lawn almost every day. Do I have recourse to report him?

I'm in a very strict HOA and this wouldn't even register for them. They'd think "good for him for keeping up his lawn." They're really all about appearances, not actual experience of living there.

Usually people complain about weedy, unkept lawns. OP doesn't like that someone is keeping it trimmed. 2022 is a crazy year!

This. Tell him you won it and don't need it or something, while extolling the environmental benefits. Gas lawn mowers are very very polluting.
