This is a transcript whose release was ordered by a federal judge, at the request of Flynn's lawyers, as part of the arguments over Flynn's sentencing for various crimes against the United States. Mueller and his team have zero agency in the release of the material. It's not even clear that they had any agency in collecting it, since it was Flynn's lawyers.

Except that's clearly not what's happening here. A more apt summary would be:

"While we ultimately determined that there was not enough evidence to determine if the subject actually stole any horses, we did observe him and his associates lurking around the stables in the middle of the night with a rope and a trailer, and when we asked him and his associates why, they lied, and lied, and lied some more."

What did he obstruct?

He lost his temper and yelled at some people. He did not fire Mueller. He handed over tons of documents. He did not prevent anyone from testifying.

When you read the Mueller selection from the Dowd voicemail and compare it to the reality, it does make you wonder about their other "evidence" of obstruction.
