Democrats have won 3 of the past 6 Presidential elections, the 3 in which the ticket included a Black Senator/former Senator and Joe Biden. Harris is not any dumber or potentially incompetent than a host of Republican VPs. Think Dan Quayle or Sarah Palin. But I don't think she'll be the 2024 nominee.
