Hourly or age flat rate? Duties would include: all bedding stripped (I would wash and dry the sheets they would just have to take them off) vacuum carpeted areas and sweep/mop floors. Clean kitchen and 3 full baths and one half bath. 4 bedrooms and large living rooms. Two story home. I would want a deep clean of whole house once a week. We have one candidate who is asking for $180flat. Another one is asking $25/h. Second candidate says house would take between 6-8 hours total.

$25 is reasonable. You can do a set amount of time and ask for 4 hours so she can do another house same day. $180 sounds high. How many hours is she working?

With the amount of work included, if you want someone doing a great job, it’ll take one person all day. I’d suggest setting up two trials, have them clean at their rate, whoever does a better job gets the position.

Yes, but OP hasn't made it clear whether the housekeeper is an employee or a contractor. Cleaning services are rarely structured as employment

You can hire a service that charges a flat rate for the house and pays the employees hourly...

Housekeepers CAN bring their own supplies, set their own schedules and designate someone else to fill in, if the job parameters allow. If they fulfill all theee of those, IRS will determine that they are contractors.

According to the IRS definition, a nanny is an employee. NCS may be a contractor, if they bring their own things and can designate someone else to fill in, especially since it’s short-term. A housekeeper/housecleaner can usually designate someone else, move hours/days, especially if they bring their own equipment.

I would like to pay a flate rate personally so I am not blindsided by a price change. How often is she coming and doing this? I assumed once a week but then you said you want a deep clean weekly as well?
