It sounds like she is covering the required expenses, but paying less than adequately, unless the nanny agreed/wanted it.

I made $10/hr 10 years ago, part time while still in high school, and that was for shoveling poop at an animal shelter.

If someone offered me $10 now, with a college degree and so many years of experience, there's no way in hell I'd take the job.
