2 children under 5 full time Monday - Friday 8 to 6pm Rockville area...kids laundry, cook for the kids, drive the children to school, activities ... 17.50 per hour befores taxes I had been working for this family for almost 4 years no raise in 2 years

Sounds fair to me so long as they were reimbursing for mileage. It looks as though you stopped receiving raises because you were at the top of the range for 2 non-infant children.

In Rockville, $17.50 for 2 kids is really high. Rockville rates are around $12 and $15 if you are lucky for 2 kids.

We don't have any idea how good you are. If you are an average nanny, then your average pay is appropriate.

Op here! one is in school for 2 1/2 hours every day the youngest stay home with me....

By law, the Fair Labor Standards Act, you should get overtime for any hours over 40 in a week. That is pay and half. You can file a complaint if they are not paying you overtime wages.

Sounds fair. But it also sounds like you could ask your employers if you've hit the ceiling re pay. If you're ok w/ staying at that amount and/or want to stay w/ this family, maybe there are other ways they can give you a perk or some sort of additional benefit as a recognition of your work and tenure, beyond simply financial. Or perhaps there's a bonus option, or some contribution to healthcare costs, etc...?

Seems like if you're 4 years in w/ this family then things are pretty good on both sides, but an honest conversation about compensation, what you can expect, what they can offer, how much longer it would/could work for both sides, etc... is a good idea.
