A lot of other things happened such as not providing enough snacks/water, sitting on the couch all day while kid was playing by himself, and zero communication with parents!

LOL? Curious, why? And what exactly would you tell CPS?
The nanny is bad at her job, for sure, but inhumane? Bad enough that CPS is going to intervene? You must live in quite a privileged bubble.
