If we are looking to pay $25/hr and have taxes withheld, do we end up paying more than that? How much will her take home be? Is it different if she is an employee completing a W2 vs. a 1099?

Nanny won't want taxes withheld, payment in cash is the benefit of this profession. If nanny wanted taxes withheld she could get any other job.

I am a nanny because I love working with children, seeing them grow and mature, knowing that I helped this small being become a better person.

I am also an American with the same rights and responsibilities as every other citizen. My right is to work in any profession I wish in which I can find a job; my responsibility is to pay my taxes like every other law-abiding American.
