Get the backpack. You can hold off on the cold weather gear for now. Those optional things will become mandatory in the future though. The cost of uniform items is fairly trivial compared to what you will spend as your son progresses. Wait until you have to buy a plane ticket on a two week notice.
Looks like neither city got it. FedEx was outdated 5 years after they built it. No way they would put a game there even if the field was wide enough.
You can't just go by what the website says. Some clubs are more all inclusive than others. Our club only charges more than the initial quoted fee if you qualify for post season tournaments. Pre and in season tourneys are covered. Some clubs nickel and dime you for everything outside of league play. Best to talk to someone already in the club to get a perspective of what actual costs will be.
Because traditionally in Virginia, the soccer and football teams used the same field, so this way their seasons wouldn't conflict with each other. Maryland's football teams were always so bad that they didn't really care, so they put soccer in the same season as them.
Our club doesn't assign numbers either for invite only ECNL IDs/tryouts, so it's not unheard of. The teams that have open tryouts still assign numbers.

CCL, which is USYS affiliated, would be closer to ECNL Regional as far as the scope of the league. Not talking about who's better, but just travel wise. The ECNL regional is probably better strength overall, but there are some bad teams in it too. Really depends on which club you're with.
1) I have personally seen kids tryout and decline only to come back the next year, make it and accept. It happens, so I wouldn't worry about that. Don't forget the club isn't just about soccer, it's about money too and they want yours.

2) Yes and when they switch leagues, which happens a lot these days.

3) That is annoying, but what's worse are tournaments where you play another team from your own club. A team vs. B team. A team vs B team from year older. Anything like that just to fill brackets. Always hated that.

If the player, the DOC, the coach, and the parents are OK with the player playing up, then you have a good consensus for them to do it. Do not be offended though if and when the player is moved back down to their age group at some point. Usually around U13/14 this will happen. You will also see some players coming up at this time. It's all about the timing of their physical development. I've seen parents switch to inferior clubs just so their kid can keep playing up. I think that is very short sighted in the long run.

I thought bringing in ringers from Europe for a "semester abroad" was commonplace in college soccer. Play a quick fall season and never hear from them again. Class attendance optional.

We did some local rec soccer but it was basically not worth it. They walked the ball around players like they weren't even there and the only time they were stopped is when some kid flat out tried to pancake them into the ground. They can try getting on an established advanced rec team. Some of those teams are as good as travel C/D teams. Also, some clubs offer a travel bridge team which falls somewhere between advanced and travel. They have unpaid coaches, but play against lower level travel teams.

The Beach girls will be in the top half of the table. Boys somewhere mid table. Good pickup for the league. They will get better with consistently good competition.

Yes it is. Luckily, we got two games in, although the games were pretty ugly. First game was just above freezing and raining the whole time. Then come back for the second game and there was already two inches of snow on the pitch, snowing hard still, and 25mph wind. It was just about trying to keep the ball in the opponent's half and hope for something good to happen. We only had a two hour drive, so I could live with that. I feel bad for the teams who only played one game and drove 8+ hours to get there.
