I decided to finally get one but I’m confused about how given my unusual situation. I have a US passport but never applied for a license. I have a now expired out of state ID card. I have all the residence documents needed for a real ID. Do I need to pass the written and road test first and then apply? I find the DC DMV website really confusing. |

You need to apply for a learner's permit. This will require a fee, an eye test, and the written test, plus whatever drama is associated with RealID these days. Basically, bring every identifying document and official statement indicating where you live and hope it's enough. Bring everything you have on all of their lists, realistically. You then need to drive for some period of time with the permit, following the rules about having a licensed driver in the car with you etc. I couldn't find the actual timeframe on the website, because like you said, it's confusing, but I vaguely remember there was one.
When you are ready/allowed to take the road test, you have to schedule it. There is often a huge wait. Apparently they are now officially allowing driving schools to administer the test, which might help. Pay really close attention to the vehicle requirements for the road test - they mean them. If the car you are using doesn't have an emergency brake between the seats that the test administrator can reach, you won't be allowed to test. That was challenging for me as our car doesn't have an emergency brake there and the first 3 friends I asked had the same issue with their cars. Maybe if you take the test through a driving school, you can use their car and it'll be fine. Either way, the permit is first. Documentation is the biggest issue. The knowledge test is easy if you know how to drive and what the actual rules are. You can ask about the other stuff at the DMV. |

They’ve fixed the requirement to have a brake lever in the middle of the car. If there’s a parking brake button, that’s ok.

For adult drivers, there isn't a set period you're required to practice between getting your learner's permit and driver's license in DC. If you don't have a friend who will practice with you and lend you their car for the test, most driving schools will let you book on of their cars and an instructor for the road test.
Documentation and scheduling the road test are absolutely the worst part. In non-pandemic times, the road test appointments were usually a few months out; no idea how bad it is at the moment. While you can do a road test with certain driving schools, it costs about 10 times as much, so I think waiting for the DMV is worth it unless you really need the license sooner. I got my license at 28 in DC, OP; it's annoying because the system is really geared toward teenagers, but it's definitely doable. |
