If you're trying to avoid matching, don't go with rhyming end sounds (Ivy, Addy).

Nora and Phoebe sound great together. Tess doesn't go with Phoebe at all though.

Your choices are nice but this list sounds like nicknames, not standalone names...

Nora (Leonor nn can be Nora or Leonie which I love with Phoebe.)

Tess (Only if you use Teresa as her full name)

Ivy (Great nickname for Ivana or Genevieve)

Addy (This is the only one I don’t like only because it’s so overdone. There at least 3 at every playground. But if you must, pick some version of Adeline/Adelina/Adelyn as the full name)

I think you should use the name you originally picked. Zoe is beautiful and it goes with Phoebe.
