Entergy says all 8 transmission lines that deliver electricity into the entire New Orleans area have been lost. That means Entergy cannot generate its own power and will not be able to restore anything tonight.

I am confused by a lot of the language regarding geography of LA. What is a Parrish? Is it like a county? Is this a Louisiana specific thing

There are multiple reports of levees failing S/SW of New Orleans but also lots of fraudulent Twitter accounts, so... it's tough to know what's really going on.
