They were given 10 hours to confirm the list provided to them after the lottery, and the appeal process which was outlined did not occur. Additionally, results were released to families prior to school input. Staff survey results, which are still inconclusive due to the PERB ruling, were not used as a tool to plan for capacity. There was no coordination of capacity versus offering of seats." |
Minor annoyance/pet peeve - letters, especially letters like this, should ALWAYS be dated! When was this sent? |
Can you explain? What survey? The one to staff from June? email sent to whom? School staffs? Teachers? All DCPS employees? All DCPS families? Please provide some details. |

The staffing surveys that PERB found in violation. They sent out an email saying they both (June and September) rescinded. Then 20 minutes later they sent out another email that said they were recalling the email that rescinded the surveys. |

Principals union proposed solution:
"Instead of the current design, which has 11 students in virtual learning all day, with a non- instructional adult supervising behavior, we propose that Elementary Schools be permitted to design Student Support Centers, aligned to the needs of their most vulnerable students and to their staffing capacity, supplemented by (in order of assignment priority) contractual, central office, and secondary staff when necessary. In this model Elementary principals and teachers would be able to identify the students who are furthest from opportunity, as well as the children of DCPS children and staff who are working in person, and those students would then form the basis of the design. Some of the centers might be virtual learning pods, but there are other possibilities as well. By expanding this model, and allowing collaboration with secondary principals to provide secondary staff both instructional and non-instructional who are willing to support, we will be able to provide an educational experience that truly results in learning for those most in need. For the staffing model, contractual staff, central office staff, and as a last option available secondary staff should be put into a pool, and the numbers available should be made known to Elementary principals, so that they can create the best possible staffing pattern for their Student Support Centers. As a part of this, we propose to create feeder pattern collaborations, through which the middle and high schools in each feeder pattern, would collaborate with the elementary schools, to provide staffing support as needed to the in-person instructional classes, as well as the Student Support Centers. This could be accomplished on a relatively short timeline, since elementary schools have already created master schedules which indicate their needs. There should be lists of available contracted staff and central office staff, and working closely with secondary principals and instructional superintendents, we should be able to implement that innovation early in the second advisory." Note that this letter states that the WTU lawsuit is creating the staffing assignment issues. Also note that their solution for elementary schools would mean that teachers have to be moved between schools (to open more, smaller classes in Ward 7 and Ward 8). So no, it does not support everything staying exactly the same for you. |

Well DCPS is no longer speaking to their principals about term 2. This is due to an action that was taken by the CSO (union). DCPS central office is literally on their own now. |
They absolutely did not recall the rescinded survey emails. DCPS rescinded the staffing surveys because they were found in violation of the contract. It was likely because DCPS/WTU either negotiated it or DCPS went ahead on its own. There is no staffing plan (that includes WTU teachers) in place. They are either starting over or going to plan B. They are now reaching out to subs with a Friday due date for availability for in person learning. |
