You can join next year as non government if you join the swim team. It’s a way to get access to the pool.
Ok, are you sure that’s the reason the Ft. Myer swim team isn’t part of the NVSL? That’s a pretty serious allegation. I’m open to learning that you’re right, but it strikes me as a pretty big leap.

The other option was NVSL, which was segregated at that time.
