Well, that's how Trump can shore up his base. They may be paying more at the pump, but they can get US tax dollars because they complained about paying their taxes and the IRS was "mean" to them.

I suspect there will be a lot of lawsuits filed and I predict that it will eventually go to supreme court where its decision will be interesting.

Read the article you posted. He got $1.7bn taxpayer dollars to pay out his tax dodging cronies.

The filing came shortly after ABC News reported that Trump was expected to drop the suit in exchange for the creation of a $1.7 billion fund made up of taxpayer dollars that would be used to compensate the president’s allies who have argued they were wrongly targeted by previous administrations, including those charged in the Jan. 6, 2021 riot at the Capitol.
