No, they do not. There have been many public corruption prosecutions for activities like this. Some have even famously been reversed by the Supreme Court because they were not based on conduct that Congress intended to criminalize. It is well known that prosecutors frequently push the boundaries of these statutes in their push to root out any kind of graft in politics. |

I just came from USAID. (And yes, IMO it needed some significant level of reform). The organization endured a complete “information black out” for three weeks. Staff did not know who was active and who was not. Leaders were never told when people were deactivated. This is week three. End of week three: our new government leaders did not talk to us.
Nearly all -possibly- all of the written communication to staff concerned retirement and getting personnel files. It instructed staff not to access the federal buildings as well. In sum, the approach was hardly any written communication from within the Agency. Accompanied by zero oral communication or physical presence. I am sharing for trend spotting purposes. It was fascinating. |
