Several San Diego Surf ECNL players (Late birthday) switched to MLS Next club because of biobanding.

Cute.
But Bio-banding is about a late developer with good skills and potential getting the opportunity to keep training and playing with a high level team while catching up physically.

It has nothing to do with leveling playing fields for teams or leagues.
sigh
What something is about and how something is used will depend on the rules in place to prevent cheating. So do the current MLS Next late development rules use quantifiable metrics to prevent or even limit cheating? In looking up the rules I only found that a club needed approval from the league (not what evidence would need to be presented to make the case).

Well, you declaring your ignorance of the administrative process which has measurable requirements doesn't mean it doesn't exist.

If some clubs choose to cheat the process, it doesn’t change what it is.
Ok, seems you are saying there are metrics but limited to no policing.

Fyi, my kid is a trapped 8th grader and moved from a #1 ECNL club in our region to MLS Next. He is the only trapped player in his team. And guess what, 6 players in his current MLS Next team are late birthday. If ECNL does not do something similar to MLS Next, ECNL team will lose some players to MLS up to U15.

My son's birthday is in late December. He is currently biobanding in MLS. I would much prefer a team from the same grade. If ECNL changes the school year, I will move him to ECNL. After the change, he can make any ECNL team and be a starter in our region.

I’m sorry to do this because I know the answer to my question must be buried in this 60 page thread somewhere, but…

If ECNL makes this change, will it likely impact kids of all ages at ECNL clubs, regardless of whether that kid is on an ENCL team? I have a u-little with a late birthday who would eventually be trapped under the current system, so trying to understand what it might mean for her, if anything, at this age.

Us club soccer already reached its decision. They are waiting for us youth. The change only needs a public announcement.

Not enough information is public yet. I can’t see them only doing for specific ages. ECNL and Pre ECNL are U12-U19.
If they decide to switch to grad year she would be placed with kids in her same school grade.

I believe ECNL won’t change without IS club soccer or another youth sports agency’s backing. Again not enough is know at this point.

Does anyone remember if US soccer (USSF) just decided to go BY without governing bodies USYS, US Club soccer on board? Was it unanimous decision?

USSF decided without input from other groups, to their surprise. It seems to have been a source of some hard feelings. In the ECNL podcast, they alluded to this and said something to the effect of "maybe this time the people who have to actually live with the decision will be consulted."

How many governing bodies are there?

In England the FA is the governing body.
All other associations fall under.

Isn't US Soccer the governing body?

If only the majority were focused on the quality of youth coaching and the work their kids were actually putting in both for training and games instead of all these administrative distractions.

People worried about their kid being so-called trapped when the kid hardly trains 3 days a week and has the first touch of a brick wall.

My understanding is that US Soccer is meant to sit at the top, with way too many sitting below. But they have no actual authority over all those below them if there's a real disagreement. For instance, when they switched to BY as a new "mandate," US Club and USYS later issued press releases that they would adopt the new standards. It wasn't automatic. The way I saw it explained was that US Soccer's real power over a group like ECNL was to stop considering their players for national teams, which US Soccer is solely in charge of. Otherwise, the bodies "underneath" US Soccer generally adopt standards simply to avoid headaches with inter-league play. Many AYSO regions didn't adopt the BY mandate. They don't play inter-league or tournaments, or send players to national teams, so US Soccer really can't force anything on them, just recommend it.
