Urgent: Work for aide or help for asymptomatic covid positive elderly man?

Writing this for a friend:
We are urgently looking for help to care for a nearly bed-bound elderly man (90 plus years old) who has tested positive for Covid 19 but is asymptomatic.
He needs help with some care for a wound on his foot, food prep, sponge bath, diaper change etc on a regular basis.
It’s a long story of how this situation occurred but in short, he was in a nursing facility and brought back to his apt by his family, who got him two alternating live-in aides. Three days after arriving home, his primary care decided to test for Covid since he had recently been in an elder care facility and it came back positive despite no symptoms. The aides quit and this left my friend who has a fourth month old baby and is breast feeding to solo care for her father. So she has left her three year old, her four month old, her mother and her husband at her house together and moved in with her father to care for him.

But she needs help! She is worn out, cannot move him in bed without help, and she is anxious to get herself tested (and/or quarantine herself for 14 days) so she can get back to her baby.

Money isn’t a massive concern but most care agencies say they don’t have anyone willing to help anyone Covid + or people don’t show up for work. She is in Washington DC (near Columbia Heights) and would love as much help as anyone could give or to just talk through options for someone willing to help. (Note: we have looked in to hospitalization and/or returning to the care facility but neither are options now as he isn’t sick enough for hospital care and the facility would take him back at this point.)

Ideal would be someone reliable and who has already had Covid and recovered who could either move in (There is a separate room and bathroom in the apt) or be there for significant time each day to provide care. But she would take any number of hours at any point in the day.

I would make it clear you will pay quadruple going rate. This is an emergency where you shell out the big bucks. There is the potential to kill someone who comes into contact with your loved ones. I would pay way above going rate and every 2 times the person shows up give a big tip.

My understanding is going rate to pay for someone Covid positive is $100 per hour.

We are paying $22 per hour for non Covid care for a senior.

How long has it been since positive test? if its been more than 14 days they could do a second test and see if he's recovered/negative?

If he’s asymptomatic and recovering, it might be almost time to move back into the nursing facility.
