Did Soloman actually get to releasing them? I suppose his access to them was likely a crime in itself, and they likely can get him on attempt and conspiracy to release even though the FBI foiled the plot.

He's not wearing his journalist hat in this scenario. According to that Politico article he, along with Kash Patel, were named official custodians in June. The fact that he doesn't mention this MASSIVE conflict of interest in his reporting tells us everything we need to know. He's not a reporter, he's a party complete with his own liability.
