For the DCUM area, this is the one to use because nobody has found any clubs that just let you pick to have your kid play up an age group for their top teams and the clubs don't seem to care about grade or even officially collect and verify grades.

No because leagues allow playing up which means the 7/31 is not needed. You're adding things in that aren't in the rulebook.
