How to handle this - front impact, minor, no fault

We are on a service road with one car ahead (in MD). He decides to reverse and hits our car despite our incessant honking. I am guessing he decided to reverse as it would take a couple of minutesto get on the road due to heavy traffic and there were a lot of bikers on the side walk ahead.

He gets out of the car and says why did you hit me. It was low speed so our sedan just has some minor scratches and obviously his truck is fine. DH says, you backed into us and didn’t heed my honking. He says doesn’t seem like there is bodily harm and you are behind me so it has to be your fault. I tell him, sir why not just be honest, I have a little child in the car and this could have been bigger. Then he says why were you so close to me. DH said we weren’t, you reversed and kept backing into us. He flip flops then suddenly says I have a reverse camera so I have proof. I say that’s great, that will tell the truth unlike you. And then I stop engaging and join my child. He takes a picture of our front but DH forgets to take a pic of his car rear.

He refuses to exchange insurance info when we ask. There are cars behind, we ask the one right behind if he can give a statement as we are calling the cops. He said he just needs to leave. We move our cars. DH calls insurance and has to cut the call short as the cops arrive. One speaks to us and the other with this gentleman. We are given an accident form with this personal info so he must one with our info. At the bottom it has options for yes or no to police report and it says no.

Anyway, DH is planning to call insurance to complete the claim and close it as we don’t have the time or inclination to get minor scratches fixed. I think we should get it checked in case there is structural damage. My father in law thinks someone dishonest like that may counter claim that we caused this and his car has damages so we should hold off in confirming damage or not to our car and closing our claim. I don’t see how that is connected.

Help figure out next steps please. Never been in a car situation like this before so we are somewhat clueless.

Were there any street cameras? I think you are going to have a tuff time proving he was at fault given you were behind him without any proof. It is a bad situation as he's lying and you cannot prove him wrong.

Way too many people now who lie. You being behind is bad. But neither car has any damage so not sure what he will concoct.
About next steps, not sure. Hopefully you will get other knowledgeable people here comment.

Reverse cameras don't work unless you are in reverse.

I am sorry for your unfortunate incident but the first thing to remember when in an accident is to take pictures, of the damage, of the other driver, of his license plate, of any witnesses and their license plates if they won't give you their info, and anything else possibly relevant.

Without this information you can easily be shit out of luck, especially if the other driver writes down his info but what he writes is not accurate, and then he drives away. This happened to a friend of mine, the other driver turned out to not have insurance. My friend took a picture of his license plate however so he was busted.

The guy is a scam artist. Prepare to be sued since you were behind, no way to prove you didn’t run into him. That really sucks. I’m sorry. This is why people need dash cams.
