How much do you spend on party favors?

Including the bag itself.

I don't give party bags. I either do a balloon for each kid or a mask that matches the theme of the party. I've done crowns for a princess party, dino masks for a dino party, teenage mutant ninja turtle masks for that party, etc. The kids love it, it's cheap, and no one really wants a bag of plastic toys for more than about 10 minutes after the party. So, this costs about $15.00 depending on how many kids are coming.

~$5

$0 - I quit doing them. I think they are stupid (IMO) and the parents just end up throwing away the stuff within a week or two. Its not worth the money and it is more cheap plastic sh$t clogging up the environment.

$5-8 dollars but is has to be something good. Kids at school wore the favor from my son's last party for weeks after, and one kid even wore it last night.
If you are just getting garbage (e.g piƱata filler) it is going to get trashed, so save your money, but a thoughtful gift will get used. FYI the favor this year was a knit fortnite hat and a fortnite key chain.
We have done mini nerf guns with extra bullets for a laser tag party, we did foam Minecraft pickaxes, and in kinder we did capes and super hero books. I get the stuff well in advance so I can take advantage of sales or other good bargains with a long shipping lead times.

$5 I like to give good things like nice books, water wows, nice tubs of playdough, etc. I'm sure later on when only a few kids attend the birthday party I'll do something bigger.

Also for bags you can get really cheap ones on amazon. Kids don't care about bags. I used these for years. $0.17 per bag. https://www.amazon.com/gp/product/B007PKJ0X6/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&th=1

I spend around $5 for decent quality items. I bought a 100 pack of clear cellophane bags from amazon and I add a ribbon and thank you gift tag personalized to the party theme (printed on my printer). Much cheaper than buying other types of bags and looks nicer in my opinion.

Around $40-$60? DD doesn't get a lot of material things from me, and she loves goody bags. She loves picking out candy her friends will like and compiling the bags, handing them out, etc.

I got bags that were almost the same as these at the dollar store. 24 bags per package, so just over 4 cents a bag or about 1/4 the cost of what you paid from Amazon.

$5 per kid or $5 for everyone?

$5-7/kid.

$0 - most of the stuff people give is junk and gets tossed.

$1-5, depending on the year. I try to give either a "quality item" (one year like-new Dr. Seuss books from the thrift store-- $1 each) or at least something useful along with the junkier toys (a mini backpack). Alternatively, a cool craft that is somewhat useful and can be taken home when finished (decorate-your-own piggy bank). One year during Black Friday, I bought classic board games (think Candyland) for $4-5 each and planned to give them as favors for a board-game-themed party, but it didn't work out that way, so I give them out with birthday gifts instead.
