I think part of what makes it look so informal is that the blouse looks llle business wear. Maybe something like a pearl grey velvet, or maybe silk with embroidery or beading or something.

I think you're taking the concept of "dress code" waaaaay too seriously. She doesn't wear pants to "throw insult" on anyone. She wears them because she's comfortable in them and looks fantastic. Good on her. They were obviously very dressy and elegant and were fine for the occasion. It wasn't a state dinner.

DP. It was a black tie event. It doesn't matter if it was a state dinner or otherwise. If the dress code was black tie, it was black tie.
